This should be marked as identified. The font is "Alfabeto andaluz" as explained in the official brand guide above.
I don't speak Spanish, but "JUNTA DE ANDALUCIA" is referred to as a logo, not a typography, right?

It says "The name JUNTA DE ANDALUCIA is composed with the "Alfabeto Andaluz" specifically designed for the occasion; that gives the name the character of logo and thus of symbol"
But this font have been used in more places than in this logo. The Junta de Andalucia is the regional government of Andalusia (Spain) and all its ministries used the same font (I have seen it on the streets of Seville).
It seems that this is no longer the case. Looking for images

they use Eras Demi for the name of the ministries, and then you are right that now is just a logo.

What I mean is that "JUNTA DE ANDALUCIA" seems to be a logo. In all your image, there is only "JUNTA DE ANDALUCIA" written, not anything else. In the pdf, the only mention of another font is Eras, to be used under the logo as you mentioned. "JUNTA DE ANDALUCIA" could definitely be a font (or based on an existing font) but we would need to find other example to confirm that.
