I believe this font is unique to disney and is not available to download.
I'm pretty sure the desinger based this logo on the neon sign that appears in the movie,
above Flynn's Arcade.

I traced the FLYNN LIVES logo in corel.
It took a few hours but it's nearly perfect.
If you're still interested, I'll send you a vector file;
PDF, EPS, whatever you need.
