A recommended pairing to Castellar (Roman-inscription based inline titling caps)is Galliard ITC. I am designing ads and stationery for my workplace and my boss and I both want to use Castellar for our logo. I believe we even may have some good reasons for doing this. We need a font to go with the Castellar, and there isn't money in the budget for purchasing Galliard (which does match the style nicely).

Is there a good similar style that is publicly released? Nothing I have tried seems to look right with the Castellar.

Plenty of clones around but nothing, of course, in the public domain.
Yet, if the company can not afford those $22, why not use a font that came with your operating system? I'd go for the one the Galliard is based on ... the Garamond.

But your firm will loose more money with the cost of your seeking time than the price of the original font.
